PPROBLEM TO BE SOLVED: To provide a managing system for a fixed type power generation plant for avoiding damage to structural elements due to a temporary failure of a hydrogen level on the positive electrode side of a fuel cell as a result of the fact that a reacting time for controlling the flow of water and fuel in a reformer, controlling the blowing speed of vapor, and controlling the temperature level of the system is longer frequently than desired time. PSOLUTION: In a method for operating a power generation system including the fuel cell connected to an electric buffer such as a system battery and also connected to the vapor reformer, the operation of the reformer is controlled in accordance with voltage 302 influenced by the electric buffer while maintaining a rate 322 of vapor to carbon in the reformer for the fuel cell to control the charge of the electric buffer.
