PROBLEM TO BE SOLVED: To provide a decoder which has reduced costs and is capable of obtaining excellent responsiveness to an event from the outside, such as user operation.;SOLUTION: The decoder is equipped with: a picture kind structure detection part for detecting a picture kind structure in a group of pictures in moving image encoding data; a decoding processing time calculation part for obtaining a reference decoding processing time so that a data transfer amount per unit hour of the respective pictures in the group of pictures is leveled in a time direction; a picture classification part for classifying the group of pictures into a first group of pictures large in number of reference images and a second group of pictures small in number of reference images; a redundant time operation part for calculating a redundant time with a time shorter than a reference decoding processing time per structural element as a decoding processing time of structural elements with respect to the structural element smaller in number of reference images among the first group of pictures; and a second group of pictures processing time operation part for assigning the redundant time to a decoding processing time of the following second group of pictures.;COPYRIGHT: (C)2009,JPO&INPIT
