PROBLEM TO BE SOLVED: To provide a bandwidth constraint setting method and path setting method for setting bandwidth constraints in accordance with the quality class of a path based on the characteristics of paths of each quality class.;SOLUTION: In Step S21, a link cost is calculated according to the quality class of a path to be set up for each link inside a network. In Step S22, based on the calculated link costs, a path of the minimum cost with which each link satisfies the requirements for bandwidth constraints in accordance with the quality class is determined as the optimum path.
