PPROBLEM TO BE SOLVED: To provide a plasma melting furnace and a plasma melting method suppressing abrupt evaporation and pyrolysis by charging a treating object in the plasma melting furnace. PSOLUTION: A charging chamber 3 charged with a treating object 2, a first preheating chamber 4 preheating the treating object 2 sent from the charging chamber 3 to 100C or less, and a second preheating chamber 5 preheating the treating object 2 preheated in the first preheating chamber 4 to 600C or less and leading to the plasma melting furnace, are continuously disposed in this order. Openable/closable gates 6, 7 and 8 are disposed at the respective boundaries of the charging chamber 3, first preheating chamber 4, second preheating chamber 5 and plasma melting furnace 1. In the gate 7 at the boundary between the first and second preheating chambers 4 and 5, a gap 7a is formed to send out generated gas, and a gap 8a is formed in the gate 8 at the boundary between the second preheating chamber 5 and melting furnace to send out generated gas, and openings of the gates are adjustable.
