PPROBLEM TO BE SOLVED: To sample and convey surface soil without letting surface soil adhere to the inner side of a conveyance hose and complicating a configuration. PSOLUTION: This surface soil sampling/conveying method comprises a process for breaking up the surface soil 20-1 deposited on a surface layer face in a local vegetation ecology area by spraying high pressure air on the surface soil by a litter shovel 12 and accumulating the surface soil broken up into small grains in a predetermined section, a process for mixing the accumulated surface soil 20-2 while crushing the surface soil by the surface soil improving machine 26 and absorbing water included in the surface soil by a predetermined water absorbing material when mixing it to improve the surface soil into a condition in which its water content is reduced and it can flow and be conveyed in/by the conveyance hose 28, and a process for letting the improved surface soil 20-3 flow and conveying it from the local vegetation ecology area through the conveyance hose 28 of a flow conveyance device 42.
