PROBLEM TO BE SOLVED: To provide a motion compensation apparatus which improves image quality of a decoded image.;SOLUTION: A decoder 11 inputs a stream encoded by a predetermined standard and outputs a decoded image. A motion vector is included in the stream. A high-precision motion compensation section 12 inputs a high-precision vector, performs motion compensation on an outputted frame and outputs a motion compensated image. A selection section 13 compares, for each region, the decoded image outputted from the decoder 11 with the motion compensated image which is motion-compensated by the high-precision motion compensation section 12, and selects out an image with higher image quality for each region. A frame memory 14 stores an output image and outputs a stored frame to the high-precision motion compensation section 12.
