PROBLEM TO BE SOLVED: To provide a quick hardening agent used for a filling material for a track of a railroad which excels in the short-time strength development and inhibits the fall of the short-time strength development by the influence of the atmospheric temperature at the construction and the influence of the over addition of a setting modifier in order to assure a pot life for a long time or the like, and to provide cement asphalt mortar using the same.;SOLUTION: The quick hardening agent comprises calcium aluminate, calcium sulfate and a hardening accelerator consisting of a sulphate of a metal other than calcium. The cement asphalt mortar comprises a liquid A and a liquid B, wherein the liquid A comprises, cement, an asphalt emulsion; a polymer-based emulsion, fine aggregate, a setting modifier, a defoamer, a foaming agent and water, and the liquid B comprises the quick hardening agent, a setting modifier and water, and wherein the quick hardening agent in the liquid B accounts for the range of 10-50 parts based on 100 parts of the cement in the liquid A.
