PPROBLEM TO BE SOLVED: To reduce a delay occurred until a decoding start of an arithmetic code. PSOLUTION: A staff bit extractor 244 extracts a staff bit from an encoding stream 3 encoded by an encoding process 242, and outputs it to a marker segment generator 246. The marker segment generator 246 generates a plurality of additional information marker segments 300 containing a signal for controlling the carry of the encoding stream from the accepted staff bit. An encoding synthesizer 248 accepts the encoding stream 3 and the plurality of additional information marker segments 300, and adds (synthesizes) to (into) tile headers 32-1, 32-2 of the encoding stream 3, respectively, in conformity to JPEG2000 for outputting.
