PROBLEM TO BE SOLVED: To provide a catalyst for cleaning an exhaust gas having an excellent cleaning ability relative to HC, CO, SOF, NOx or the like contained in the exhaust gas of an internal combustion engine, a boiler or the like and capable of further exhibiting the stable cleaning ability even under an environment of high temperature at a low cost, its production method and an integral structure type catalyst for cleaning an exhaust gas.;SOLUTION: The catalyst for cleaning the exhaust gas contains an inorganic base material-metal catalyst composite article (C) in which an inorganic base material (B) is carried with a metal catalyst component (A). In the catalyst for cleaning the exhaust gas, the metal catalyst component (A) exists in a skin layer part of the inorganic base material-metal catalyst composite article (C) in the needle-like form and its diameter is substantially 50 nm or shorter.
