PPROBLEM TO BE SOLVED: To provide an apparatus for cutting out a package test piece, with which a package test piece is mechanically cut out from a bar-like packaged product such as a filter rod etc., an apparatus for measuring quality of package test piece and a system for quality inspection comprising the cut out apparatus. PSOLUTION: The apparatus for cutting out a package test piece useful in the quality measuring apparatus and the quality inspection system is equipped with a pair of receiving rollers (38) for receiving a filter rod (F), a CCD camera that images the outer peripheral surface of the filter rod (F) so as to detect and position the lap part (L) of a package (W) in the filter rod (F) when the filter rod (F) is rotated around its axis on the receiving rollers (38), a pair of rotary cutters (48) that cut the package (F) at both sides of the filter rod (F), respectively and cut out a package test piece containing the lap part (L) and a taking-out head (46) for adsorbing and taking out a cut out package test piece.
