PROBLEM TO BE SOLVED: To miniaturize an electric dust collecting device and reduce cost required for removing dust in by-product gas by reducing quantity of dust contained in the by-product gas in a water sealed gas holder.;SOLUTION: The water sealed gas holder 1 is disposed near an outlet 16a of a gas inlet pipe 16 introducing the by-product gas into the water sealed gas holder 1, and includes a spray mechanism 42 formed in an annular shape so as to surround gas flow F from the gas inlet pipe 16. The spray mechanism 42 forms a spray region by spraying water 3 in a water tank 10 of which pressure is raised by a pressurizing mechanism 41 into the water sealed gas holder 1.
