PPROBLEM TO BE SOLVED: To store a compressed and encoded video stream provided in real time after separating it at proper start positions and end positions suitable to program units while reducing a processing load and a storage amount on the assumption that a plurality of streams are processed and a section lasting for a long time and a plurality of successive programs are cut out. PSOLUTION: A program unit separating device has a program separation management unit 100 which sends an analysis indication to a video analysis unit 101 for input video stream and a cutting indication for program section to a video processing unit 102, a video analysis unit 101 which acquires appearance time of a cut point nearby specified start time and acquires appearance time of a cut point nearby specified end point, and a video processing unit 102 which corrects a separation place of a stored file with the cut point appearance time nearby the specified start or end time and stores the file.
