PROBLEM TO BE SOLVED: To provide a technology regarding recommendation of POI reflecting a user's action behavior without pre-defining functions of a space.;SOLUTION: A server 10 includes: an action history information memory 100 which stores the action history information of the plurality of users including POS information; a similarity calculation unit 140 which calculates the user similarity as the similarity among the users and the POI similarity as the similarity among the POIs based on the action history information stored in the action history information memory 100; and a similarity information memory 130 which stores the POI similarity calculated by the similarity calculation unit 140 as POI similarity information.
