PPROBLEM TO BE SOLVED: To prevent reduction in radio communication band and inefficient power consumption due to radio wave interference, by precisely detecting radio wave interference in wireless terminals and by specifying a wireless terminal that induces radio wave interference. PSOLUTION: Radio interference is detected precisely, on the basis of radio communication evaluation values calculated from radio communication dynamic characteristic values, observed by radio communication based on a receiver-initiated access control system between receiving terminal and one transmitting terminal and those observed by radio communication, based on a transmitter-initiated access control system between receiving terminal and a plurality of transmitting terminals; a combination of transmitting terminals, which is free from radio wave interference, is analyzed and generated, on the basis of time series data generated by using radio communication evaluation values calculated during the operation of a radio communication system; and an access control system is switched between the transmitter-initiated access control system and the receiver-initiated access control system in accordance with a radio communication condition, with respect to the generated combination of transmitting terminals.
