PPROBLEM TO BE SOLVED: To easily set a detection range when the detection of approaching of a moving object, such as a human body, to object equipment, is automated. PSOLUTION: A picked-up image of object equipment, which is obtained by photographing with a camera 301, is received as an image signal (an image signal receiving part 603) and is displayed and outputted on a displaying device (a displaying-and-outputting part 604). An inputting device is permitted to designate a desired position of the displayed and outputted picked-up image (a position designating part 606), and an alarming area is set based on the designated position (an area setting part 608). If a moving object is determined to come into the alarming area as the result of the analysis of the picked-up image, an alarming signal is outputted to an alarming device 401 arranged in the vicinity of the object equipment (an analysis determination part 612). The designation of a desired position is accompanied, for example, by the designation of the corresponding object equipment. The alarming area is set to be in a range from a designated desired position to a position with a deviation by a distance which is preliminarily set for each kind of the designated object equipment.
