PROBLEM TO BE SOLVED: To provide a network evaluation system, a network evaluation method, and its program for comprehensively evaluating the reliability of network.;SOLUTION: The system and the method has means (14, 15) for receiving and storing network management information (30) containing the number of each network unit; failure information database DB for receiving and storing network unit failure information (20) containing failure occurrence time and recovery time for each network unit (11, 12); memory units (40, 18) for receiving and storing an estimation criteria value; and a reliability evaluation means (17) for evaluating authenticity of the network arrangement based on the network unit failure information and the estimation criteria value.
