PROBLEM TO BE SOLVED: To select such an encoding parameter as to efficiently reduce a code amount by using a distortion amount, in moving image encoding, reflected with subjective image quality determined by sight characteristics based on space-time contrast sensitivity.;SOLUTION: A weighted distortion amount calculating section 12 utilizes a fact that there is a difference in sight sensitivity for a space-time frequency component, to calculate a sensitivity coefficient corresponding to sight sensitivity based on contrast sensitivity in a space direction and contrast sensitivity in a time direction and uses the sensitivity coefficient to calculate a weighted distortion amount. Based on a Lagrange's rate distortion cost function constituted of the calculated weighted distortion amount, code amount and undetermined multipliers, a cost calculating section 15 calculates a rate distortion cost for each encoding parameter to be selected, and a minimum cost determining section 16 selects an encoding parameter with which the rate distortion cost becomes minimum.;COPYRIGHT: (C)2009,JPO&INPIT
