PROBLEM TO BE SOLVED: To provide a charging device that has a longer life and produces less ozone.;SOLUTION: The charging device 31 of this digital copying machine applies a voltage V1 to a liquid 40 in the discharge nozzle, thereby causing electrostatic atomization such that charged fine liquid droplets 49 are sprayed onto the surface of a photoreceptor drum 30 from the discharge nozzle 44 and also the electrostatic atomization is accelerated by the supply of pressure to the liquid 40. This makes it possible to decrease the voltage V1 applied to the liquid 40 and also restrain corona discharge, thereby reducing ozone production.
