The cell electric potential measurement device has with the baseplate and the 1st electrode tank and the 1st electrode and the 2nd electrode tank and the 2nd electrode. As for the 1st electrode tank in the upper part of the baseplate, as for the 2nd electrode tank it is arranged respectively in the lower part of the baseplate. As for the 1st electrode inside the 1st electrode tank, as for the 2nd electrode it is arranged respectively inside the 2nd electrode tank. The baseplate (100) surface orientation or (110) consists of the monocrystal board which possesses the diamond structure of surface orientation. The baseplate has the 2nd aspect which opposes to the 1st aspect and this 1st aspect where the concave section was formed. In addition directing to the 2nd aspect from the concave section, the perforation hole is formed. The concave section spreads from the open part of the perforation hole to outer circle, curves and possesses the inner wall which is connected to the 1st aspect.
