PROBLEM TO BE SOLVED: To cut the whole periphery of a tubular body in a short time and shorten the time for continuously cutting a long tubular body at a plurality of positions in the axial direction by eliminating the work for returning an inner cutter operating mechanism to the initial position.;SOLUTION: The apparatus 100 for cutting a tubular body includes a main spindle body 1, an eccentric shaft body 2, an inner cutter 3, outer cutters 4, 5, a skew shaft coupling 7, a first transmission gear train 9, a second transmission gear train 10 and a motor 50. The rotation of the motor 50 is transmitted to the main spindle body 1 through the first transmission gear train 9 and is further transmitted to the eccentric shaft body 2 at a rotational speed of 3/4 of the main spindle body 1 through the second transmission gear train 1 and the skew shaft coupling 7. Driven with the motor 50, the inner cutter 3 moves in the same direction on a circumference eccentric by a predetermined length L from an eccentric shaft 30 moving on the circumference eccentric by the predetermined length L.
