PROBLEM TO BE SOLVED: To enable a cover plate to be easily removed by using a key for a lock device for emergency.;SOLUTION: The cover plate 7A, which is detachably fitted into the backside of a battery storage case 7 arranged on the backside of the lock device 6 for emergency, is provided; an engaging hole 7B is provided at the upper end of the cover plate 7A; and a lock lever 16 for the battery cover is arranged above the battery storage case 7. The lock lever 16 is engaged with the engaging hole 7B of the cover plate 7A by having its lower end urged by a spring and moved downward; and the key is inserted into the lock device 6, and turned in the direction opposite to an emergency unlocking direction.
