PROBLEM TO BE SOLVED: To provide a network communication system which reduces opportunities of transferring duplicate confidential data or the like to reduce the risk of leakage of confidential data, and performs efficient communication, and to provide a transmitter thereof, a network monitoring device, or the like.;SOLUTION: The transmitter transmits log data having an identification information part which identifies a part where a communication state has changed, and a predetermined confidential information part regarding the communication state change.
