PROBLEM TO BE SOLVED: To provide a password control system, a password control method and a password control program for much more safely and efficiently issuing a password to be used for performing individual identification of a user.;SOLUTION: A control part 21 of a password control server 20 which has received a password issue request from a client terminal 10 generates a temporary password, and records it in a user identification information storage part 32. Then, the control part 21 selects a plurality of notification destinations about a user from a user control information storage part 22. Then, the control part 21 performs the weighting of the notification destination by using a weighting conatrol information storage part 23. Furthermore, the control part 21 determines a division digit number according to the weighting, and divides a temporary password for every transmission destination. Then, the control part 21 performs the transmission processing of the divided passwords.
