PPROBLEM TO BE SOLVED: To extremely simplify adjustment work of a power stoppage plan in a front section. PSOLUTION: When a request statement 9 relating to the power stoppage plan of the power system in an office 8 is prepared, an adjustment information data base 14 is prepared in which a power stoppage work adjustment manual and the power stoppage plan of whole offices 8 are memorized. In the planning of the power stoppage plan of the office 8, prior to submission of the request statement 9 to the front section 10 which controls the each office 8, the consistency is checked between study items in at least the power stoppage work planning stage and the other office 8 in the planning while previously referring to the adjustment information data base 14 to prepare the request statement 9.
