PPROBLEM TO BE SOLVED: To provide a soil-stabilizing and solidifying material for regulating the pH and keeping the pH neutral by being mixed with the soil such as soft soil having a large water content, and dirt in a sludge shape, and for stabilizing the soil strength and solidifying the soil for an instant so as to have a proportion of water within a wide range of 700% while enabling water-retaining degree to be regulated according to the used amount. PSOLUTION: The aggregate-shaped solidifying material for stabilizing the soil, containing an inorganic macromolecular coagulant and an organic macromolecular coagulant is obtained by mixing 1-16 pts.wt. inorganic macromolecular coagulant, 1-25 pts.wt. organic macromolecular coagulant, 7-30 pts.wt. portland cement, 3-15 pts.wt. aluminium sulfate, 0.7-10 pts.wt. anhydrous gypsum, 0.3-5 pts.wt. methacrylic ester, 0.08-0.53 pt.wt. salts of ligninsulfonic acid, 0.07-0.40 pt.wt. salts of stearic acid, 0.04-0.27 pt.wt. sodium tripolyphosphate and 0.01-0.068 pt.wt. sodium hydroxide with 100 pts.wt. paper sludge ash, flyash and zeolite component.
