PROBLEM TO BE SOLVED: To restrain a heat island phenomenon, and to prevent the reduction of fine-grain quartz sand.;SOLUTION: Pavement surface cooling by moisture evaporation is continued by a water retentive-pumping function by continuous voids, by forming a large number of fine continuous voids in a pavement body, by filling a filler mainly composed of the fine-grain quartz sands 4, 4a... in a void of the porous asphalt pavement body 2 having the water permeating function. The asphalt pavement body 2 is further composed of as upper and lower two layers. The lower layer 5 is formed by filling the fine-grain quartz sands 4, 4a..., and the upper layer 6 is formed by filling the fine-grain quartz sands 4, 4a... solidified by cement 7, 7a..., and thereby, the water retentivity and pumping performance of the upper-lower layers 5 and 6 are maintained.
