PROBLEM TO BE SOLVED: To provide a new technique for suppressing redundancy remaining in encoded stream for re-encoding when re-encoding the encoded stream generated by encoding each frame for composing a moving picture using the encoding system of a still image.;SOLUTION: The orthogonal transformation coefficient of a specified component or an entire component including the specified one is decoded by decoding the encoded stream generated by encoding each frame for composing the moving picture by the encoding system of the still image. The specified component of the decoded orthogonal transformation coefficient is extracted for each frame, two-dimensional data consisting of only the specified component are generated for each frame, and the time series data of the generated two-dimensional data are encoded by a moving picture reversible encoding system for generating an encoded stream.
