PROBLEM TO BE SOLVED: To allow a quarantine system to be added to an existing network without introducing a VLAN-compliant switch.;SOLUTION: An agent 3 is installed in an agent terminal 300, so as to perform control not to allow the agent terminal 300 to output an ARP Replay with respect to an ARP Request from another terminal. An SGW 100 detects the ARP Request to the terminal connected to a monitoring network and judges the quarantine of a transmission source terminal. When it is judged that the quarantine is already performed in the transmission source terminal as the result of the quarantine determination, the SGW 100 instructs the agent 3, which is installed in the agent terminal 300 being the destination of the ARP Request, to output the ARP Reply with respect to the ARP Request.
