PPROBLEM TO BE SOLVED: To easily estimate the water retention capability of an object district on the basis of relatively easily-obtainable data. PSOLUTION: A precipitation data integrating means 15A integrates precipitation data 14A showing the time series change of precipitation in an object district in an arbitrary integration period T to calculate integrated precipitation data 14C, and a river water quantity data integrating means 15B integrates the river water quantity data 14B showing the time series change of river water quantity at an arbitrary river water quantity measurement point 6 set at the downstream of an upstream river valley 4 in the integration period T to calculate integrated river water quantity data 14D, and a pattern matching analyzing means 15C performs pattern matching analysis in various time differences, and calculates the maximum pattern matching degree, and a water retention capability estimation means 15D generates water retention capability estimation data showing the water retention capability of the object area based on the maximum pattern matching degree.
