PROBLEM TO BE SOLVED: To specify personal action accurately.;SOLUTION: A terminal 200 receives authentication information 102 from a user 101 at a predetermined timing, and transmits the authentication information 102 to the server 300 in a center 108 vir a base station 106. Furthermore, the terminal 200 acquires location information 104 and time information 105 from a satellite 103 and transmits the location information 104 and the time information 105 to the server 300. In the center 108, the server 300 receives the authentication information 102, the location information 104 and the time information 105 from the terminal 200 through the base station 106 and a network 107. The server 300 authenticates the user 101 based on the authentication information 102, and specifies the time of the location information 104 based on the time information 105.
