PPROBLEM TO BE SOLVED: To solve the problem that, since a radio wave status or distance between radio sensor nodes is not considered conventionally, a route can not be stably constructed, a frame of the same contents flows on a network over and over again during data collection, and entire throughput is considerably reduced. PSOLUTION: A base station node 5 comprises a route constructing means 55, a data collecting means 56, and a route re-constructing means 57. The route constructing means 55 constructs a stable route in a tree shape based on location information of radio sensor nodes 3 and their mutual radio wave strengths and divides the route into groups. The data collecting means 56 collects data for the unit of each of radio sensor nodes divided into groups and acquires sensor data from a group master radio sensor node 4. If the radio wave status between radio sensor nodes is adverse and data collection is failed, the route re-constructing means 57 does not reconstruct the route immediately and if the data collection is failed over M times, it is shifted to processing of the route re-constructing means 57.
