PPROBLEM TO BE SOLVED: To determine an accurate camera-shake vector between two screens in high resolution and high speed. PSOLUTION: An imaging screen is divided into a plurality of regions #1-#16, movement vectors k1-k16 are computed for each divided screen, and a hand-blur vector of the whole screen is computed from each movement vector. In this occasion, the movement vector is computed by image data in which image data of each divided screen are pixel-shifted to an original image data. While a combination (for example, k2 and k11) of movement vectors serving as a pair is determined among a plurality of the obtained movement vectors, a vector value applied a predetermined operation to two movement vectors constituting the pair is computed for each pair. A weighted mean value is computed for the vector value for each pair by a weighting computing unit to obtain the camera-shake vector, using distance L (n) between two divided screens, by which two movement vectors of each pair is determined, as a weight.
