PPROBLEM TO BE SOLVED: To ensure acquisition of an access code by an accessing person, and to suppress issuance of an unnecessary access code. PSOLUTION: A service center receives control information (i.e., relation level R, effective conditions C, issuance conditions D) from a referred person A in association with referred person identification information ID_A to generate a spare cord G which is a number string of four digits, and relates and stores the spare cord G, the referred person identification information ID_A and the control information in a spare cord storage part. When the service center receives the spare cord G and the referred person identification information ID_A from a referring person B, it acquires the corresponding control information (relation level R, effective conditions C, issuance conditions D) from the spare cord storage part based on the referred person identification information ID_A and the spare cord G, and generates an address T for disclosure including the relation level R and the effective conditions C on a condition that the issuance conditions D are satisfied.
