PPROBLEM TO BE SOLVED: To provide a handy card reader/writer which can not illegally be used even if it is lost or stolen. PSOLUTION: A noncontact IC card reader/writer 12 decodes encoded data (S116) after it receives the encoded data from a back up device 13 (S115). Then, if the verification of an IC card key is authentic (S117-Yes), the IC card reader/writer stores decoded data on the effective term of an operation (S118), and the noncontact IC card reader/writer 12 is permitted to operate.
