PROBLEM TO BE SOLVED: To more exactly manage a dioxin exposure quantity to each of workers.;SOLUTION: According to worker information, which is inputted from an input part 1 and stored on a worker database 2 each time a workers enters/ leaves a contaminated area, work history, protector state information and working place information stored on a working place database 3, an input and output/arithmetic unit 4 estimates the dioxin exposure quantity each time the worker enters/leaves the contaminated area and according to the estimated dioxin exposure quantity, work limit information to the worker is generated. Besides, when estimating the dioxin exposure quantity, it is reflected with a protector coefficient stored on the worker database 2.
