PPROBLEM TO BE SOLVED: To provide a technique capable of identifying that a user accessing a network is a particular user in regard to a particular user identification program. PSOLUTION: A keyword registering means 11 records a keyword for identifying the particular user in a keyword recording means 12. A Web page acquiring means 13 acquires a Web page desired by a user using a user terminal, and stores it in a Web page storing means 14. A particular user identification determining means 15 confirms whether the keyword recorded in the keyword recording means 12 exists in the Web page stored in the Web page storing means 14, and if the keyword exists, it determines that the user using the user terminal is the particular user.
