PROBLEM TO BE SOLVED: To provide a material or the like for forming a reinforced slope face which forms a uniform defectless protective layer when spraying a protective material such as cement mortar and asphalt mortar to the slope face in a layered manner in a state of high fluidity.;SOLUTION: A fitting layer with a plate shaped three-dimensional net structure with a porosity of at least 80% and at most 99.5% formed of a thermoplastic resin filament with an average diameter of at least 0.5 mm and at most 5 mm and a water absorbing unwoven fabric with tensile strength more than 1,000 N/5 cm in a longitudinal direction are laminated.
