PPROBLEM TO BE SOLVED: To provide a panel to be built for greening a rooftop, enabling so-called groundcover potted plants, which have much transpiration rate and are generally vegetated in pots, to be used instead of sedum plants, and enabling the live load on the rooftop part to be reduced even if the plants having the much transpiration rate are used; and to provide a building system for greening the rooftop. PSOLUTION: The panel to be built for greening the rooftop has a plantation base material-storing part 2 for storing a plantation base material such as soil, and a raising part 3 for raising the plantation base material-storing part 2 so as to form the prescribed thickness and to enable the plantation base material to have a prescribed thickness, installed in a panel body 1.
