PPROBLEM TO BE SOLVED: To perform signal separation and signal direction estimation with a high degree of precision, even when the time length of observation data is short. PSOLUTION: A frequency domain conversion part 120 converts a mixed signal observed by a plurality of sensors to a mixed signal in the frequency domain. A normalization part 130 executes normalization that eliminates frequency dependence to a mixed signal vector, having the mixed signal in the frequency domain as element, and calculates the normalized vector. An independent component analysis part 140 performs an independent component analysis of the normalized vector, and calculates a normalized separation matrix.
