PPROBLEM TO BE SOLVED: To easily improve dispersibility of a carbon nanotube. PSOLUTION: A carbon nanotube is supplied from a raw material hopper 2 to an impact chamber 5 by opening a first opening/closing valve 3 and disintegrated by rotating a rotor 9 at an outer peripheral speed of about 100 m/s. In the disintegration treatment, the carbon nanotube circulates in a circulating circuit 6 and collides multiple times against blades 10 and the inner wall of an impact ring 11, by which a strong mechanical energy is given to the surface of the carbon nanotube and the disintegration of the carbon nanotube is accelerated. After the disintegration treatment, the outer peripheral speed of the rotor 9 is reduced from 100 m/s to about 60 m/s and the treatment is continued at an energy level where the carbon nanotube is not destructed so as to reagglomerate the carbon nanotube in the impact chamber 5. By this process, the carbon nanotube is rolling-granulated and a carbon nanotube agglomerate of a large spherical shape with a low porosity and a high apparent density is formed.
