PROBLEM TO BE SOLVED: To provide a burner and a method of packing a solid propellant into the burner which are able to surely alleviate a thermal stress which is generated due to thermal shrinkage that occurs at the time when a solid propellant is cooled.;SOLUTION: The burner comprises an approximately cylindrical motor case 2 which has a port 2b for introducing air on a circumferential wall 2a, a thermal insulator 3 applied on the inner surface of the circumferential wall 2a of the motor case 2, and a solid booster propellant 4 which is packed inside the thermal insulator 3. The thermal insulator 3 is provided with a stress alleviation belt 10 which has a division 12 separable from each other via a slit 11 which is located in the middle of the thickness of the belt and extends in the direction of the length of the belt. The stress alleviation belt 10 is at least located in a section P opposite to the section adjacent to a port 2b across a center of axle L where the stress becomes specific during packing the solid booster propellant 4.
