The present invention refers to a homogeneous composition based on solid urban residues for the manufacture of construction materials and the process for the transformation of said residues, said transformation process being useful for removing, to a great extent, the urban solid residues unlike further processes, the resulting materials being used in the construction industry due to the resistance and lightness thereof. The homogeneous composition based on urban residues for the manufacture of construction materials of the present invention comprises: a) organic and inorganic polymers, b) catalytic elements, c) a stony element, where the ratio of the catalytic element and the stony element is of 1:1 and up to 1:20 with regard to the organic and inorganic polymers to be used.
