An energy-saving composite panel that comprises two flat plates made of magnesite or cement-chip of asbestos cement material with possibility of combining those, connected one to another by means of glue, with possibility of fixation of panel to building constructions or to same panel by means of fixing substances, fixing members, attachment devices. The plates are connected to each other with formation of connecting slot, and surface of energy saving composite panel is covered with micro-heater.
