A method of implementing a home zone application in a mobile communications network including the steps of a) installing a home zone device having a unique device ID near a user's home in a home zone; b) establish communication between the home zone device and a decision server in the mobile communications network; c) identify a call initiated by the home zone user by monitoring an uplink transmission channel predetermined by the home zone device for a signal if a call is initiated at the user's home; d) present information related to the call identified in step (c) by reporting the device ID by the home zone device to the decision server via the network; e) compare details of the home zone user identified from the device ID in step (d) and details of said home zone user maintained in a report provided by the network operator; f) determine whether the call was initiated by the home zone user at the user's home by identifying from the report in step (e) whether a call was initiated by the user at the time the home zone device identified a signal change; and g) report the result of the determination in step (f) to the decision server; h) charge a domestic zone fee for the decision server if the call was initiated at the user's address.
