A trigger transmission determining means, in response to reception of a trigger for executing a periodic process from an external device, makes a determination to transmit the trigger to an external device to which the trigger is to be transmitted, on the condition that a predetermined dwell time has elapsed since reception of the trigger. Specifically, the trigger transmission determining means makes a determination to transmit the trigger if a time of prohibited transmission, which is a difference between the elapsed time since the time that a trigger had been sent in the past and a predetermined trigger transmission interval, is greater than the dwell time. A trigger transmission means, on the basis of the determination by the trigger transmission determining means to transmit the trigger, transmits the trigger to the external device.
