Phosphinate complex (A) is new. Phosphinate complex (A) of formula (I) or (II) is new. M : metals of second, third, twelfths or three tenth group of the periodic system of the elements; x : 2-3; n : greater than or equal to 10; R : H or 2-hydroxy phenol; y : 1-2; B1 : lewis-base; and z : 1-100.
