The invention relates to an energy management system for controlling the energy consumption of electrical loads (2) in a network segment (1) of a residential building or a residential building installation, wherein - a measuring and control device (3) is associated with each load (2), the measuring and control devices being connected to an energy allocation device (4) by means of a communication connection (11); and - the energy allocation device (4) transmits back an energy allocation message (7) for a load (2) as a response to an energy request message (6) of the load (2) previously received by the measuring and control device (3), wherein the measuring and control device (3) uses the energy allocation message to control the energy consumption.
