Disclosed is a method for producing a titanium oxide thin film, which has a high refractive index and exhibits low light absorption, at a temperature lower than 100ºC at low cost. More specifically disclosed is a method for producing a high refractive index material, which has a refractive index for light having a wavelength of 633 nm of 1.90 or more and an extinction coefficient for light having a wavelength of 350 nm of 0.05 or less and contains titanium oxide as a main component, comprising a reaction step of causing a reaction by mixing at least titanium alkoxide, an organic solvent, a salt of a hydrazine derivative, and water, a film formation step of forming a film by supplying a solution obtained by the reaction step to a substrate, and a heating step of heating the film at a temperature of 60ºC or higher, but lower than 100ºC after the film formation step.
