The embodiments of the present invention concretely include: determining the initial transmission carrier for transmitting the semi-persistent scheduling data according to the channel status information of each carrier of multi-carrier and the gain of the partnership of the multiple users multiple input and multiple output antenna units; informing the determined initial transmission carrier for transmitting the semi-persistent scheduling data to the user, transmitting the semi-persistent scheduling data to the user according to the informed initial transmission carrier for transmitting the semi-persistent scheduling data.
