A ruminant-type high-concentration pulper comprises a tank body (9), a transmission shaft (10), a feed inlet (1), a water injection hole (3) and a discharge outlet (6). The feed inlet (1) is arranged on an upper part at one end of the tank body, and the discharge outlet (6) is arranged on a lower part at the other end of the tank body. The tank body is of a fusiform shape, the diameters of which ends are small, and the diameter of the middle part is largest. The transmission shaft on a front half section of the tank body is provided with waste-paper pushing piece elements (5) and toothed pushing screws (12). The toothed pushing screws spread along the transmission shaft in a spiral line. The transmission shaft on a rear half section of the tank body is provided with block-shaped decomposing elements (11), which are divided into a positive decomposing element for propelling a material towards a direction of the discharge outlet and a reverse decomposing element for returning the material towards a direction of the feed inlet. The pulper reduces the consumption of energy and water, increases the pulping concentration，reduces the pulping temperature，separates light impurities or gommures from paper pulp effectively, and can continuously pulp.
